La mia compleanno è su Febbraio venti terzo. My birthday is on February twenty-third. è corretto?

Nope.

"Il mio compleanno è il ventitré (di) febbraio"

or

"Faccio il compleanno il ventitré (di) febbraio"
[ I have birthday on February twenty-third ]

or

"Faccio/Compio gli anni il ventitré (di) febbraio"
[ I have birthday on February twenty-third ]

- Compleanno is masculine, so "Il mio" must be used.
- In this sentence, to express time, "On" must not be translated.
- When telling a date, we use cardinal numbers, not ordinals, except for some cases.

BTW, "Venti terzo" is wrong, but it's similar to a very archaic form of ordinals ("Ventesimoterzo").
The correct form for 23rd (" 23° " in Italian) is "Ventitreesimo".

Yes, if "è" is an open vowel and "é" a closed one and you read "tre" with the closed vowel, why do you use an accent on a vowel that's already closed?

"Ventitré" needs the accent because it's a compound word of "Tre". If you need specific informations about accents, just ask. ;)

Ordinals can be masculine/feminine and singular/plural.

i.e.:

1st =

Primo [ Masculine - Singular ]
Prima [ Feminine - Plural ]
Primi [ Masculine or mixed gender - Plural ]
Prime [ Feminine - Plural ]

23rd =

Ventitreesimo [ Masculine - Singular ]
Ventitreesima [ Feminine - Plural ]
Ventitreesimi [ Masculine or mixed gender - Plural ]
Ventitreesime [ Feminine - Plural ]

and so on ;)
